Job Accountabilities / Responsibilities ? Establishing supportable procedures and systems for identifying, tracking, and requisitioning all equipment and materials required for the project. ? Defining and establish required interfaces with Engineering and Contractors supporting identification and requisitioning of equipment and material requirements. ? Assisting Procurement and Expediting with forecasting of requisition issue dates in order to forecast procurement and delivery cycles. ? Assisting Project Team in formulation of Work Packages for Contractors. ? Timely and accurate Material Take Off (MTO) of material requirements including MTO responsibilities of Contractors. ? Timely issuing of accurate and properly approved requisitions to Purchasing. ? Receiving all equipment and materials at the project site and ensuring care, custody and control. ? Issuing material and equipment to Contractors at the project site based on released Work Packages in an orderly and timely manner. ? Tracking and reporting bulk materials for quantities requisitioned, purchased, received, issued, and available against control quantities. ? Assisting Project Cost Engineer on monthly basis with forecast of final quantities. ? Minimizing shortages and excessive surplus. ? Assisting with scheduling and priority changes. ? Assisting engineering with material availability substitutions. ? Interfacing with Procurement regarding material availability and delivery problems. ? Attending, as appropriate, meetings related to material issues (i.e. Contractor meetings regarding material issues, Project planning or scheduling meetings, cost meetings, meetings required to support requisitioning, etc) ? Supporting project requirements with respect to quality, cost, and schedule. Job Holder Requirement Qualifications: 1. Bachelor’s or Master’s degree in Supply Chain Management, Mechanical Engineering, or related fields.
2. Expertise in ASME B31.3, API 6A, and DNVGL-ST-E273 for material specifications and traceability.
3. Familiarity with INCOTERMS 2025 and cross-border logistics regulations.
4. Ability to mediate conflicts between suppliers, contractors, and QA/QC teams to resolve material non-conformities
5. Rapid root cause analysis (RCA) for delays (e.g., material shortages, customs holdups) and implementation of recovery plans
6. A good command of English both verbal and written. 7. A good command of verbal Mandarin with reading being an advantage. Experience 1 10+ years in EPC projects, with 5+ years focused on FPSO/Oil & Gas material management
